Project Background & TimelineDesign selected: Perkins & Will won the design competition in July 2021, following years of community input. Phase 1A: Began July 11, 2023, with the closure and rerouting of Independent Drive to Hogan Street. Completed by late 2023. Phase 1B: Starting January 2024, construction includes the replacement of the bulkhead and Riverwalk. It also features a café pavilion with a rooftop playground and a multipurpose event lawn. Completion is expected by late 2025. Phase 2: To begin in early 2026 and run through 2027. This phase adds a beer garden, and rain garden. Additionally, it includes civic stairs and a pedestrian/pedestrian ramp connection to the Main Street Bridge. Investment & Budget DetailsPhase 1 funding: Originally appropriated as $25 million, covering the full first phase, including infrastructure, bulkhead, café, playground, and lawn. Phase 1B breakdown: Approximately $13 million for bulkhead and shoreline work, and $25 million for park components. These include the play space, café, and lawn. Combined, Phase 1B totals $38 million. Total Phase 1 cost: ~$25 million (appropriation earlier)—some reporting uses slightly different numbers depending on scope. Overall project estimate: Early funding estimates placed total costs at $68.2 million for Riverfront Plaza alone. This estimate is within a broader $154 million capital plan including multiple riverfront parks. Some city council scrutiny led to cutting roughly $20 million in proposed funding for Riverfront Plaza and sister projects.
